NFPA 25 annual flow test · Private hydrants and fire service mains · Work by Hedrick Fire Protection (C-16 and C-10)

Your private hydrant needs a yearly test

If a hydrant is fed by a private fire service main on your property, keeping it working falls to you as the owner. NFPA 25 calls for an annual flow test and inspection of private hydrants. The rule doesn't change from one city to the next. It applies in San Diego County's 18 incorporated cities, from San Diego down to Del Mar, and in the unincorporated areas too.

Is the hydrant out on the public street? That one usually belongs to the water agency. The one in your parking lot is yours.

What happens on test day

Our technician opens the hydrant, takes flow and pressure readings using the method in NFPA 291, and then inspects the hydrant itself. Expect water to run for a while. Plan where it will drain.

  • Flow and pressure readings, measured the NFPA 291 way
  • A check of the bonnet color against the flow class NFPA 291 assigns
  • Operating nut, caps, outlet threads and drainage, so the hydrant opens, shuts and drains as it should
  • Notes on any leak, stiff stem or impact damage we find

NFPA 24 covers the private main and its fittings, so anything wrong upstream of the hydrant gets noted too.

Call your water agency before the flow test

The San Diego County Water Authority sells water wholesale, and 22 retail member agencies deliver it to properties across the region (the City of San Diego Water Department is one of them). For a hydrant flow test, the agency to contact is the retail member that serves your site. Not the wholesaler. Not sure which one that is? Check who sends your water bill.

Who checks fire code compliance at your address

Unincorporated county

Inside the San Diego County Fire Protection District, the County Fire Marshal's Community Risk Reduction Division inspects businesses for Consolidated Fire Code compliance, and that includes commercial fire protection systems. The same program does plan review and inspections for the Deer Springs Fire Protection District. Emergency response in these areas comes from San Diego County Fire, with CAL FIRE providing fire protection under contract with the County.

City of San Diego

San Diego Fire-Rescue's Fire Prevention Bureau does fire inspections in the city. Its complaint inspections cover only the City of San Diego and the Port of San Diego. A County Grand Jury report found the department completed 47% of its required hotel, motel and multifamily inspections in fiscal 2025. Own one of those buildings in the city? Your annual hydrant test is due whether an inspector shows up or not.

The other incorporated cities

Other cities, Vista for one, run their own fire prevention bureaus. Ask your city's fire marshal which test records they want kept on file.

Which code edition applies

In the unincorporated districts, the 2026 San Diego County Consolidated Fire Code holds the County's amendments to the 2025 California Fire Code, plus the ordinances of the unincorporated fire protection districts. County documents give two effective dates, January 1, 2026 and April 2, 2026, so confirm with the County Fire Marshal which date governs your project. The City of San Diego brought the 2025 California Fire Code into effect on January 1, 2026, with its own amendments in the Municipal Code. Either way, the once-a-year hydrant test comes from NFPA 25.

When the test finds a problem

A leaking or stuck hydrant doesn't always need to be replaced. Our case study, fire hydrant repair vs. a $10,000 replacement quote in Carlsbad, compares that quote with a much simpler repack. Ask us about repair first.

Hydrant testing questions

How often does a private fire hydrant need testing?

Once a year. NFPA 25 calls for an annual flow test and inspection of private hydrants.

Is the street hydrant in front of my building mine?

Usually not. Hydrants on public streets are normally the water agency's, while a hydrant on your private fire main is yours to test.

Do I need to contact my water agency?

Yes. For a flow test, contact whichever of the region's 22 retail water agencies serves your site.

Who handles business fire inspections in unincorporated San Diego County?

Inside the San Diego County Fire Protection District, the County Fire Marshal's Community Risk Reduction Division inspects businesses and their commercial fire protection systems. Ask that office which hydrant test records it wants on file.

What do hydrant bonnet colors mean?

NFPA 291 sets a color code for bonnets by flow class. The color gives firefighters a quick read on how much water to expect from that hydrant.
